Summary of Projects and Achievements
Set up international platforms for poverty reduction
IPRCC actively communicate with other bilateral and multilateral poverty reduction institutions and jointly create platforms for experience sharing in poverty reduction. It has 5 flagship regional and international dialogue forums, including Global Poverty Reduction and Development Forum, ASEAN-China Forum on Social Development and Poverty Reduction, FOCAC Africa-China Poverty Reduction and Development Conference, International Seminar on Global Poverty Reduction Partnerships, and China Poverty Reduction International Forum.
Bi-lateral Cooperation
IPRCC cooperates with African, Asian and Latin American countries to explore effective methods of applying Chinese poverty reduction models abroad. It has signed bilateral cooperation agreements with relevant departments of Tanzania, Mauritius, Laos, Philippines Mozambique and Columbia. Projects include the East Asia Poverty Reduction Cooperation Pilot Project, China-Africa Cooperation Project, Asian Regional Cooperation Special Fund Project and Lancang-Mekong Cooperation project.
Capacity building
It has organized various international poverty reduction training seminars based in China. As the end of 2019, a total of 159 international training workshops and seminars have been held. Participants included 4,230 government officials and poverty alleviation practitioners from 136 countries and territories.
Major SSTC Projects
The East Asia Poverty Reduction Cooperation Project
Duration: 2016-2019 (extended during COVID-19)
Location: six villages - two apiece in Cambodia, Laos, and Myanmar
Activities: This project originates from the proposal from Premier Li Keqiang at the 17th ASEAN+3 Summit and aims to help eliminate poverty and improve people’s livelihoods in the region. Main activities of this project are as follows:
1) Construction of infrastructure, such as roads, bridges, water supply systems, electrical systems, dikes, and other structures and systems
2) Enhancement of public facilities: Erection and renovation of schools, clinics, community centers, and other facilities
3) Livelihood Improvement: Development of crop cultivation and animal husbandry endeavors, small-scale processing undertakings, courtyard economy projects, labor export activities, and other pursuits
4) Capacity building: Provision of technical and management training, development consultation, and monitoring and evaluation (M&E) opportunities
Results and highlights: Living and working conditions have improved significantly in the project villages as a result of the cooperation that has occurred between China and Cambodia, Laos, and Myanmar. It is the first village - level China Aid project on poverty reduction. It has been widely covered by media outlets and has been praised by China International Development Cooperation Agency governor as “targeted and beautiful”.
China-Laos Poverty Reduction Cooperative Community Demonstration Project
Duration: 2017-2020
Place: Thadokkham village, Saitani
County, Vientiane City, Laos
Activities:
This project is funded by the Langcang-Mekong Cooperation Special Fund and carried out by IPRCC. Main project contents include agro-business demonstration, improvements of small-scale public infrastructure and environment, capacity building, etc. Demonstration of greenhouse organic vegetables and rice planting were carried out, as well as sales of agri-products. Technical trainings were also organized to motivate villagers to develop its vegetable planting industry.
Results: 23 vegetable greenhouses have been built, directly supporting 46 farmers to grow vegetables in greenhouses, radiating and driving 80% of the farmers at the whole village, making Thadokkham village from a small unknown village in the past to a well-known vegetable base now, attracting a large number of dealers to purchase vegetables at the village on a regular basis, and creating its own characteristic and wealth-creating industry.
ASEAN+3 Village Leaders Exchange Programme
The program is the first grassroots poverty reduction exchange activity in the East Asia region. It fills a gap in poverty reduction exchange and cooperation on the front lines in this region. The program focuses on village leaders to expand the sharing of information related to poverty reduction at the grassroots level. Village leaders are the leaders and facilitators of rural community development. The program promotes the development of rural communities by improving the capacity of village leaders in ASEAN countries as well as China, Japan and South Korea.
Results: From 2013 to 2019, ASEAN+3 Village Leaders Exchange Programme has benefited more than 357 village leaders. Cases and experience has been shared or physically demonstrated, which sparked fruitful discussions.
Experience-Sharing Program on Development Between China and Africa
Since 2008, IPRCC has cooperated with the Ministry of Finance, the Ministry of Commerce, the International Fund for Agricultural Development, the World Bank and other domestic and foreign institutions to hold 10 consecutive seminars for senior officials on sharing development experience between China and Africa, which has become an important platform for China and African developing countries to exchange and discuss development issues and promote South-South cooperation. Previous discussion topics closely relate to agriculture and rural development, including agricultural reform and development, rural infrastructure, agriculture research and education, natural resource management etc.
