International Poverty Reduction and Development Center of Yunnan Province is mainly responsible for the following: conducting international exchanges and cooperation in poverty reduction; engaging in the formulation of the Province’s medium and long-term development plan and relevant policies for international poverty reduction; managing the funds for foreign funded poverty reduction projects; participating in the international cooperation in poverty reduction and promoting the exchanges and knowledge sharing of the field.

Summary of Projects and Achievements

1. Capacity building:

Since 2015, the Center has hosted 5 training courses on international poverty reduction, over 260 officials from 56 Asian, African, Latin American and Oceanian countries came to Yunnan Province for study visiting and exchanges; hosted China-South Asia Poverty Reduction Cooperation Forum twice, and nearly 200 experts and officials from East and Southeast Asian countries have participated; received 23 delegations of around 230 members in total from Mozambique, Mongolia, Nepal, India, Myanmar and Laos, who visited Yunnan for studying the practices and experiences of poverty alleviation.

2. Project Implementation:

From 2015 to 2021, the Center implemented the China-aided Pilot Project of Poverty Reduction Cooperation in Myanmar and demonstrated rural communities’ integrated development in Aye Chan Thar Village, Tatkone Township and Min Pyin Village, Lewe Township in Naypyidaw City. It has gained praises from the Myanmar people and government for the fruits and successful experience of the projects, and the ASEAN Ministerial Meeting on Rural Development and Poverty Eradication also commended the projects after a field visit.

Major SSTC Projects

The China-Myanmar Pilot Project of Poverty Reduction Cooperation

The China-Myanmar Pilot Project of Poverty Reduction Cooperation is a part of the pilot technical assistance project of poverty reduction cooperation in East Asia.

On January 23rd, 2018, the China-Myanmar Pilot Project of Poverty Reduction Cooperation was officially launched in Naypyidaw, Myanmar. During the 3 years of the project’s implementation, the International Poverty Reduction and Development Center in Yunnan Province, as the implementation agency, dispatched to Myanmar 13 residential experts in 3 batches and 28 short-term experts, and established the Joint Project Management Office (JPMO) with Myanmar’s Department of Rural Development so as to jointly promote the implementation of the project through in-depth cooperation.

The projects were implemented as demonstrations of communities’ integrated development in Aye Chan Thar Village, Tatkone Township and Min Pyin Village, Lewe Township in Naypyidaw City. Through road improvement, the building of infrastructures such as clean-water projects, electricity supply projects, and public lighting system (solar powered street lamps), and the building of public service facilities such as new classroom buildings for village schools, clinics, community activity centers, playgrounds, and environment improvement facilities, the villagers’ lives and production conditions were improved, and a foundation was laid for the future development of the villages.

Through projects of livelihood improvement such as pilot standardized pig-raising, local chicken-raising, high-yield crops, courtyard economy, rural self-reliant groups of weaving in Aye Chan Thar Village, and rural self-reliant groups of bamboo handicraft in Min Pyin Village, villagers have accessed to income generating with favorable local conditions. Through the training on animal raising, mushroom planting, cultivation of crops of courtyard economy, weaving, and bamboo handicraft, the villagers’ labour skills were improved, and traditional agricultural production have been improved essentially and effectively. Through activities such as exchanges and trainings in China and mutual visits, China-Myanmar mutual trust and cooperation has been strengthened, China’s experiences for poverty reduction have been further shared, and the Chinese models and wisdom have been communicated more exactly.

On November 7th, 2019, the 11th ASEAN Ministerial Meeting on Rural Development and Poverty Eradication visited Aye Chan Thar Village. Ministers of ASEAN countries, after learning what great changes have taken place in the village, commended China’s experience and model of poverty reduction achieved in Myanmar.
